PROCLAMATION NO. 39

PROCLAIMING OCTOBER THIRTY-FIRST TO NOVEMBER SIXTH OF EVERY YEAR AS BOY SCOUTS WEEK THROUGHOUT THE PHILIPPINES

Whereas, the period from the thirty-first day of October, the Foundation Day of the Boy Scouts of the Philippine, to the fifteenth day of November, the Anniversary of the Commonwealth of the Philippines, was set aside in Proclamation No. 31 of the President of the Philippines, dated August 24, 1938, as Boy Scouts Anniversary Period for the purpose of coordinating the celebration of the Foundation Day of the Boy Scouts with the Anniversary of the Commonwealth;

Whereas, such purpose no longer obtains in view of the change in the political status of our country with the Anniversary of the Republic of the Philippines falling on the fourth day of July of each year;

Whereas, it is advisable to continue to set aside a period during which the value of scouting as an instrument of character development and citizenship training could be brought more emphatically to the attention of the people of the Philippines;

Now, therefore, I, Manuel Roxas, President of the Philippines, do hereby proclaim the period from the thirty-first day of October to the sixth day of November of every year as Boy Scouts Week throughout the Philippines for the purpose of strengthening the Boy Scout Movement and, in this connection, I call upon all government officials and employees and all citizens and residents of the Philippines to support and take part in all ceremonies which may be held and all activities which may be undertaken during the said period.

In witness whereof, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done at the City of Manila, this 3rd day of September, in the year of Our Lord, nineteen hundred and forty-seven, and of the Independence of the Philippines, the second.
