PROCLAMATION NO. 521

DECLARING THE LAST WEEK OF FEBRUARY OF EVERY YEAR AS “NATIONAL TOYM WEEK”

WHEREAS, the Junior Chamber of the Philippines (Jaycees) is a voluntary organization of young Filipinos striving to build a better nation and to develop better citizen.

WHEREAS, it is a time honored truism that “the youth is the hope of the Motherland” and that one of the tenets of the Jaycees Movement is that “service to humanity is the best work of life”;

WHEREAS, “The Outstanding Young Men” (TOYM) Awards, which has been instituted by the Jaycees since October 15, 1959, has not only become one of the country’s most coveted awards for young men, but also an institution recognizing excellence in our young Filipinos, aged eighteen to forty;

WHEREAS, the TOYM Foundation made up of TOYM awardees seek to promote the ideals of leadership excellence, integrity, character and service to the nation;

WHEREAS, the Jaycees and the TOYM Foundation needs government’s support to enable to attain its noble organization mission, vision and goals.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the last week of February of every year as “National TOYM Week” under the auspices of the Junior Chamber of the Philippines and the TOYM Foundation, Inc.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
