Outstanding public servants recognized in Malacañan

Outstanding individuals and groups were awarded for their remarkable contributions to the public.

An expert wood scientist who developed a sustainable method of harvesting timber resin, a medical technologist who put up the country’s first Provincial Malaria Elimination Hub, a leading cybercrime advocate, a scientist who solved the “cocolisap” outbreak, and a heroic fire officer from Tacloban City with a tragic story are among this year’s outstanding public servants.

“[W]e fete exceptional individuals for their innovations to improve public service delivery… They have proven that work setbacks can be transformed into opportunities and public servants can choose to be agents of change,” said Civil Service Commission (CSC) Alicia dela Rosa–Bala in her opening remarks at the awards rites of the 2015 Search for Outstanding Public Officials and Employees.

The Presidential Lingkod Bayan Award is conferred to an individual or group of individuals for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony. The contribution may be a suggestion, innovation, or superior accomplishment. Awardees receive a gold-gilded medallion expertly crafted by the Bangko Sentral ng Pilipinas (BSP), a presidential plaque containing the citation and signature of the President of the Philippines, and a cash prize of P200,000.

Meanwhile, recipients of the Dangal ng Bayan Award for ethical public service are as follows:

The Dangal ng Bayan Award is conferred to an individual for performing extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of the employee’s observation of the eight norms of conduct provided under Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees. Awardees receive a trophy designed by National Artist for Sculpture Napoleon V. Abueva and a cash prize of P200,000.

Furthermore, the CSC conferred the honor awards for outstanding work performance to nine individuals and two groups, namely:

The CSC Pagasa Award is conferred to an individual or group of individuals for outstanding contribution resulting from an idea or performance which directly benefit more than one department of the government though not of such extraordinary or exceptional degree to merit the Lingkod Bayan Award. Awardees receive a gold-gilded medallion expertly crafted by the BSP, a plaque containing the citation and signature of the Chairperson of the CSC, and a cash prize of P100,000.

CSC Commissioner Robert S. Martinez sat as chair of the Special Committee on the Lingkod Bayan and Pagasa Awards, with Philippine Coffee Board President Pacita “Chit” U. Juan as vice chair, and Chief of Presidential Protocol Celia Anna M. Feria, GMA Network Corporate Affairs Assistant Vice President Ma. Teresa L. Pacis, and Richwell Trading Corporation and Richprime Global Inc. President and Chief Executive Officer Myrna T. Yao as members.

The Special Committee on the Dangal ng Bayan Awards is composed of CSC Commissioner Martinez and Tanodbayan Conchita Carpio-Morales as co-chairs, and Commission on Audit Chair Michael G. Aguinaldo, Undersecretary Michael Frederick G. Musngi, and Ambassador Feria as members.

The CSC holds the annual nationwide Search for Outstanding Public Officials and Employees in the bureaucracy under its Honor Awards Program (HAP). The Program serves as the bureaucracy’s employee incentives and awards system.
