On allowing Jewish Physicians to take the Medical Examination in May

My dear President Locsin:

With reference to your letter of August 8, 1939, His Excellency, the President, directs me to inform you that the action of the Board of Medical Examiners in allowing certain Jews to take the medical examination held last May was taken in accordance with His Excellency’s decision as acting Secretary of Public Instruction. This decision was motivated by what His Excellency considered broad humanitarian grounds. Realizing, however, that the legality of his action is a matter upon which honest differences of opinion may be entertained, His Excellency would welcome any step to bring the question before the courts.
