PROCLAMATION NO. 116

DECLARING A PERIOD OF NATIONAL MOURNING ON THE DEATH OF HIS HOLINESS, POPE JOHN XXIII

WHEREAS, the Christian world and mankind in general suffered a distinct loss in the death of His Holiness, Pope John XXIII;

WHEREAS, by his deep concern for world peace, his over­whelming love of humanity and his advocacy of the universality of mankind, he has advanced the cause of lasting peace on earth; and

WHEREAS, it was under him that the Philippines was blessed with a Cardinal;

NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, in tribute to His Holiness, Pope John XXIII, for his achievements in promoting world brotherhood, do hereby proclaim the period from June 4 to 12, 1963, as a period of national mourning. During thi3 period, flags of all government buildings and installations throughout the Philippines shall be flown at half-mast. The representatives of the Philippines in foreign countries should make arrangements for the display of the flag at half mast over all embassies, legations, and consular offices.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
