PROCLAMATION NO. 964

SEGREGATING CERTAIN PORTIONS OF THE LAND OWNED BY THE PHILIPPINE RECLAMATION AUTHORITY (FORMERLY PUBLIC ESTATES AUTHORITY) AND THE TOLL REGULATORY BOARD SITUATED IN PARANAQUE CITY AND RESERVING THE SAME FOR SOCIALIZED HOUSING SITES PURPOSES OPEN FOR DISPOSITION TO QUALIFIED BENEFICIARIES PURSUANT TO THE PROVISIONS OF REPUBLIC ACT NO. 7279 OTHERWISE KNOWN AS THE URBAN DEVELOPMENT AND HOUSING ACT OF 1992 AND EXECUTIVE ORDER NO. 131 DATED OCTOBER 1, 2002

Upon the recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by the law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby segregate portions of the land owned by the Philippine Reclamation Authority (formerly Public Estates Authority) and the Toll Regulatory Board situated in the City of Paranaque, containing an aggregate area of TWENTY THREE THOUSAND NINE HUNDRED FIFTY THREE (23, 953) SQUARE METERS, more or less, and reserve the same for socialized housing sites purposes, open for disposition in favor of qualified beneficiaries pursuant to the provisions of Republic Act No. 7279 otherwise known as the Urban Development and Housing Act of 1992 and Executive Order No. 131 dated October 1, 2002, subject to actual ground survey and prior rights, which parcels of land are particularly described as follows:

PARCEL 1 – identified as portion of Lot 3, Psd-13-005855 (now Bcs-13-000021) containing an area of One Thousand One Hundred Ninety Four (1,194) square meters situated in Barangay Tambo, Paranaque City owned by the Philippine Reclamation Authority;

PARCEL 2 – identified as portions of Lots 1 & 5, Swo-13-000360 containing an aggregate area of Five Thousand One Hundred Ninety Five (5,195) square meters situated in Barangay Dongalo, Paranaque City owned by the Philippine Reclamation Authority;

PARCEL 3 – identified as Lot 3-B, Swo-13-000687 containing an area of Two Thousand Eight Hundred Five (2,805) square meters situated in Barangay La Huerta, Paranaque City owned by the Philippine Reclamation Authority;

PARCEL 4 – identified as portions of Lot 3-A, Swo-13-000687 containing an area of Four Thousand Eight Hundred Seventy Two (4,872) square meters situated in Barangay San Dionisio, Paranaque City owned by the Philippine Reclamation Authority;

PARCEL 5 – identified as portions of Lots 10-A, 10-B and 10-C, Csd-00-000493 and portion of Lot 9, Swo-000360 containing an aggregate area of One Thousand Eight Hundred Twenty One (1,821) square meters situated in San Dionisio, Paranaque City owned by the Philippine Reclamation Authority; and

PARCEL 6 – identified as portion of Lot 11, Swo-13-000360 containing an area of Eight Thousand Sixty Six (8,066) square meters situated in Barangay San Dionisio, Paranaque City owned by the Toll Regulatory Board.

The abovecited parcels of land contain an aggregate area of TWENTY THREE THOUSAND NINE HUNDRED FIFTY THREE (23,953) SQUARE METERS, more or less.

The National Housing Authority, under the supervision of the Housing and Urban Development Coordinating Council (HUDCC), in coordination with the Public Estates Authority (now Philippine Reclamation Authority) shall be the agency responsible for the administration and disposition of the lots herein reserved in favor of the qualified occupants pursuant to the provisions of Republic Act 7279 and other pertinent laws involving disposition of lands for socialized housing purposes.

A Local Inter-Agency Committee (LIAC) is hereby created composed of HUDCC as Chair, Office of the Representative of the First Congressional District of Parañaque City as Co-Chair, National Housing Authority, Presidential Commission for the Urban Poor and the representatives of the homeowners association as members. The LIAC shall formulate the Implementing Rules and Regulations (IRR) of this proclamation including the preparation of the comprehensive housing development plan of the area herein reserved.

The National Housing Authority (NHA) shall reimburse the Philippine Reclamation Authority (PRA) and the Toll Regulatory Board (TRB) the value of the land after the final payment of the area reserved for housing site purposes by the qualified beneficiaries.
