PH to host global forum on employment facilitation

The Department of Labor and Employment (DOLE) has teamed up with the World Association of Public Employment Services (WAPES)[1] to share with each other practical knowledge, solutions, and policy recommendations that will help address unemployment and mismatched jobs in the country.


“The Philippines’ membership in the WAPES and its hosting of a global forum, a first for the DOLE, will provide us a higher-level platform for labor market information delivery and plug us to a global network of contacts for a more extensive exchange of information, knowledge, and experiences. With WAPES, we will have a global partner in the field of employment facilitation and labor market information,” said Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz.

The WAPES Global Forum will be held on October 22-23 at the Taal Vista Hotel, in Tagaytay City, simultaneously with the 15th National PESO Congress. The DOLE, which will host the event through the Bureau of Local Employment, expects some 130 delegates—to come from WAPES member-countries, international organizations, national government agencies, PESO Managers Association of the Philippines (PESOMAP), Inc. Best PESO Hall of Fame Awardees, and National Federation of Career Guidance Advocates of the Philippines (NFCGAP)—to attend the forum.

Anchored on the theme, “LMI beyond the Numbers: Translating Labor Market Information into Proactive Interventions on Job-Skills Matching,” the two-day activity will provide a venue for participants to share their experiences in developing and disseminating LMI. International and regional subject matter experts have been invited to update the PES on current trends and LMI updates.

Among the topics to be discussed at the forum are the following:

  • (1) Ensuring Timely, Accurate, and Relevant LMI;
  • (2) Translating into Useful and User-Friendly Intelligence to Users and Agents of the Labor Market;
  • (3) Employers’ LMI Needs and Private Sector Role in a Changing Labor Market;
  • (4) Current Trends and Perspectives in Improving LMI Service Delivery; and
  • (5) PES Policies and Programs Supporting Good Governance and Cost-Effectiveness of LMI Systems.

Baldoz, citing the WAPES Strategy: 2012-2015, said public employment services (PES) play a key role in keeping labor markets vibrant and active by helping job-seekers and employers adapt to the changing world of work.

“PES can strengthen individuals with weak foothold and who lack good networks. They can also increase the flow of recruitment among employers through formal channels, as well as improve the chances of finding the best job-seeker for each job available,” said Baldoz,

She said public employment services face today a wide variety of challenges, especially on issues with young people, migrants, and other vulnerable groups, and this is where WAPES comes in to the country’s advantage.

“The WAPES can help contribute to equipping our PES to better deal with the challenges they face, and in the longer run, to well-functioning labor markets,” she observed.

At the global forum, the WAPES will share with participants the result of its recent study concluding that successful LMI systems are pegged on seven fundamental features, namely, (a) timely, accurate, and relevant data; (b) effective analysis and interpretation of data; (c) information that is easily accessible to users—especially in local areas through a variety of outlets; (d) educational materials and guides effectively using LMI; (e) competitive labor market analysts; (f) knowledgeable intermediaries such as career guidance counselors; and (g) good governance and cost-effectiveness.

The findings from the panel discussions at the forum will also form part of the plenary consultation at the 15th National PESO Congress, slated on October 26-28 at the Philippine International Convention Center in Pasay City.

[1] The WAPES was founded in 1988 by the public employment services of Canada, France, Germany, the Netherlands, Sweden, and the USA, together with the International Labour Organisation, which serves on an observer status. Today, its membership stands at around 100 PES from all over the world. Together, these PES represent more than a million staff, and they manage labour markets with unemployment rates ranging from two to 80 percent.
