30+ employment agencies receive ISO certification

At the 15th National Public Employment Service Office (PESO) Congress, the Department of Labor and Employment (DOLE) presented to President Benigno S. Aquino III the ISO 9001:2008 certification of 33 of DOLE’s regional offices, services, bureaus, and attached agencies.

Out of 16 DOLE regional offices (ROs), 11 are already ISO-certified. These are  Regional Offices Nos. 3, 4-A, 4-B, 6, 7, 9, 10, 11, 12, CAR, and CARAGA.

In addition, eight of 11 agencies attached to the DOLE are now ISO certified. These are the Employees Compensation Commission, National Conciliation and Mediation Board, National Labor Relations Commission, National Maritime Polytechnic, Occupational Safety and Health Center, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, and the Technical Education and Skills Development Authority.

The newest ISO 9001:2008–certified offices are 15 DOLE Central Offices.  These are the Office of the Secretary, Internal Audit Services, Planning Service, Legal Service, Human Resource Development Service, Administrative Service, Financial Management Service, Labor Communications Office, Bureau of Local Employment, Bureau of Working Conditions, Bureau of Labor Relations, Bureau of Workers with Special Concerns, International Labor Affairs Bureau, National Conciliation and Mediation Board, National Reintegration Center for OFWs, and National Labor Relations Commission. 

The 15 earned the stamp of ISO 9001:2008 certification following the series of evaluations that capped the DOLE’s quest for the internationally–recognized Quality Management Systems (QMS) under the leadership of Secretary Baldoz.

“To have hurdled the ISO certification is a milestone for the Department,” said Labor and Employment Secretary Linda Dimapilis-Baldoz. 

For the 15 offices at the DOLE Central, their ISO 9001 certifications were awarded by the AJA Registrars (Anglo Japanese American), an independent certification body operating from a global network of offices that provide third party registration and training services. ISO 9001 is internationally recognized provider of a framework for a quality management system that can be easily interpreted for all areas of industry and commerce.  It also delivers a framework for monitoring and measuring performance and operations, thus ensuring increased efficiency and improved customer satisfaction.

The first stage of external audit of the AJA Registrars was conducted on June 2015 to determine the readiness of the DOLE for the Stage 2 Audit, which includes the Department’s management system documentation and location and site-specific conditions.

“Our hurdling the stringent evaluation and finally getting the certification now prompts us to sustain the quality of our services and work hard to be exemplars of quality and productivity, Baldoz said.

Baldoz said that the DOLE’s ISO certification now provides a firmer foundation for the implementation of the Department’s established QMS for the standard and uniform procedures, requirements, and process cycle times in all of the enrolled procedures. 

“With ISO, we also eliminate ‘room for discretion’, thereby curbing corruption, fast track and enhance public service delivery, and institute continual improvement in the DOLE operations,” Baldoz added. 

The Secretary said the remaining DOLE offices not yet certified are on their way to ISO evaluation, and the goal of the Department is to have all its services, bureaus, regional offices, and attached agencies ISO certified by 31 December.  “That’s in their Office Performance Commitment Review (OPCR),” she said.

Currently, the DOLE Central Office QMS covers 37 enrolled processes based on the core mandates of the 16 DOLE offices.
