PRESIDENT DUTERTE: … At Magsaysay, lalo na he was serving a warrant, under warrant iyon for drug case. So alam naman po ninyo kung gaano ako kagalit diyan sa droga na iyan. I’ve been telling you, there will be no letup until masira ko ang apparatus ng droga sa Pilipinas. That is my sacred obligation to the people.

I will be naming the Mayors and one Congressmaan maybe, at iyong mga pulis na involved. I’m going out-of-town tomorrow but I hope to be here in the evening and ipalabas ko na lang sa… kasi wala na. I’d be out, siguro gabi na ako magdating so kaya ko lang PTV 4, not because I favored them but because it is their work to cover me.  And I will be naming the personalities sa drug front.

Q: How many, sir?

PRESIDENT DUTERTE: I really do not know. I have the list but hindi ko na-memorize kung ilan nagkaroon but a lot of them.

Q: How many from Mindanao, percentage?

PRESIDENT DUTERTE: Marami rin siguro.  Dito sa Davao wala – papatayin talaga kita, pulis na…

Q: Mayor, in your speech doon po sa mga PPCRV, may na-mention po kayong governor—?

PRESIDENT DUTERTE: Yeah, I think meron isa. Hindi iyong mayor. Mabuti na lang at iyon ang naabutan niya. Ni-raid siya ng pulis, which I will agree na ni-raid iyong bahay, napatay ‘yung apat. Mabuti na lang at ‘di siya nasali. So that mayor should be very careful.

If I were, ikaw you better… ikaw iyong responsible for the proliferation of drug sa Eastern kaya nagtataka ako sa Bohol which is really a passive community. Itong mga Boholanon hindi ito ano, you know them iyong ayaw ng away, ayaw ng gulo. And yet drug was flooding. Kaya sabi ko baka mga turista early on, so I realize that there was somebody cooking shabu there.  It turned out to be itong si Mayor sa Albuera.

I will not hesitate to kill you. Huwag mong sabihin na governor o mayor ka… nandiyan kayo sa gobyerno, sundalo pati pulis, mayor. Mauna kayo, mas mauna kayo sa mga sibilyan. You’re using your position in government to enhance your pocket at the expense of the Filipino? Kalokohan iyan.  Ay kung ibang negosyo lang siguro smuggling-smuggling, eh crate por crate, I will forgive you.  But in the wake of what you have done, you have destroyed so many lives and you put in peril everybody because there are now more than 500,000 nag-surrender. ‘Di na kayo nag-isip ng saan natin ilagay itong problemang ito? Mabuti na lang at ako ang Presidente.

Kita mo ginawa mo sa Pilipino?  Tapos patawarin kita? Kaya my order diyan is shoot-to-kill kayo. Wala ako pakialam diyan sa human rights, maniwala ka diyan.  I don’t give… kung anong gusto nilang sabihin.  This campaign against, this war against the drug. Nagkaroon na tayo ng crisis eh, 500 Filipinos — most of them are basag na. You have experienced dito – every kanto.

Kaya noong nag-Presidente ako doon na-realize ng Republic of the Philippines at ang mga tao how it has caused damage to our people. It’s so widespread.  It has destroyed so many lives.  Inutil na iyan, bigyan mo ako ng problema, tatapusin kita.  This campaign shoot-to-kill will remain until the last day of my term kung mabuhay pa ako. ‘Wag ninyo akong— Maghanap na lang kayo ng kasalanan, huwag iyan, siguradong mamatay kayo.

And ako, I will… for as long as it is done in the performance of a duty by the soldier and the police, akin iyan. That is my official and personal guarantee. I will answer for the deed.  And pumunta ka sa akin kung sinong que se jodang gustong mag-usap. Basta sabihin mo pagka may pulis diyan nag-engkwentro huwag na ninyong imbestigahan iyan.  Order ko iyan.

Q: Can you clarify what is a shoot-to-kill…?

PRESIDENT DUTERTE: Ayan na ang bala tapos kita mo, tatamaan ba iyong. Tapos karamihan diyan sina-salvage. Sinasabi ko na sa inyo eh, through my experience. Pagka-paranoid ang tao may baril talaga iyan, maniwala kayo. Iyang pulis na iyan hindi yan pina-plant. Alam mo kung bakit nauna? Because mag-operate ang pulis in numbers,  may dalang armalite,  minsan tatlo ‘yan apat. Mag-patrol ‘yan tapos sabihin mamatay, lumalaban yan. Kaya lang talagang patay because of sheer number and fire power. Dala-dala mo yang mga paltik mo diyan kung saan mo nabili, wala namang gobyerno magsabi mag-operate kayo diyan sa area na ‘yan na isa lang. At least buddy ka or three or four.  At ‘yang mga human rights, itong mga NGO na nagko-complain sa United Nation, pakialam ko diyan sa United Nations tapos we are reeling under a crisis dito. Tapos bigyan ninyo ako ng number.  Kasi lumalaban ‘yan, kasi katok nga eh.

Kayo naka-encounter na kayo, you the people of the Pilippines, I’m sure at one time or another, you have encountered with an addict. Ano ba… paranoia. Na maraming humahabol sa kanya na ganoon, that is paranoid. Lahat ng ano… dinadaanan nila kaya nagdadala ng… lalo na kung…

Now, the problem now is lahat na ma-contaminate na droga ang mahirap kasi ‘yan ang gusto na bibili kasi hindi mo naman pwede malapitan ito may mga bahay, may mga pader ‘yan eh. Tapos sabihin nila tignan mo itong… Sabihin nila: Bakit ang mga mahirap lang?

Ang mahirap karamihan, ‘wag lang kayo… sa akin. Madali hilahin for one reason or another or lack of knowledge. Hindi naman ito nakapag-aral o nakapag-lecture ng ano ‘what are the effects of drugs upon the human brain?’

Itong mga negosyante, itong mga negosyante kokonti lang ‘yan sila. Sabihin mo, kokonti lang, ilang sachet lang. You must be a stupid…   Iyan, pag wholesale ‘yang… inintsik ba. Pag ‘yan sa Tondo naibigay mo, the whole you contaminate, na-contaminate ‘yung Tondo, at the end of the day gamay-gamay na wholesale – milyon iyan. Pandacan.  O meron ka diyan na-contaminate about 1,000, sa tag-one hundred o two hundred, ilan ‘yan? Ilan ang capital mo sa shabu lutuin mo?

Kayo bantay kayo sa akin – huwag ninyo akong lokohin. Talagang mauubos kayo. Umalis kayo diyan o tumalon na lang kayo diyan sa Pasig. Eh kasi itatapon ko talaga kayo diyan. Eh di pareho rin. Magtalon ka o itapon kita? Mamili ka.

Sasabihin: President na masama ang bunganga. Hindi masama ang bunganga ko.  I mean, I’m a lawyer and I grew up in a community na hindi naman puro killer.  But lumalabas ko kasi galit ako. Ilang beses ko na sinasabi ‘yan sa inyo. Kayong mga namatay diyan, hindi ko na ma-lecturan kasi na punerarya na kayo. Umalis kayo diyan kasi galit talaga ako. ‘Yung mga pulis, ‘wag kayong pumasok diyan, uunahin ko kayo, tingnan mo.

Mayor nga, sabi ko, pinapatay ko mabuti’t nalang pumunta doon may kasamang piskal and yet he was free because walang ano.

Ang hindi naintindihan ng tao ganito, makinig kayo Pilipinas, kayo lahat: Kailangan mahuli mo ang tao na gumagamit o may possession sa shabu.  Sabi niyo maraming nag surrender. Bakit?  Look, pareho ‘yan ng baril. Illegal possession of firearm. Pag wala ‘yung baril hawak mo at the moment of the arrest wala kang kaso.

Pag nag-habulan kayo tapos natapon mo diyan sa bangkeruhan yang baril mo, pag huli ng pulis walang firearm, there is no such things as absentia illegal. Kaya maski ‘yung shabu maski… I will admit to you now that I have consumed toneladang shabu. Wala akong magawa kung wala akong maipakita na I have evidence at nahuli kita doon nagluluto ng shabu or you are in possession of a drug. Hindi pwedeng sabihin niya: “Oo, naggamit ako ng shabu for the last 30 years.”  And you cannot get blood sample sa katawan niya. One, iba ‘yung remark— right to counsel, the right to remain silent, okay? Pero pag kinuha mo ang dugo sa tao tapos ayaw under duress, hindi uubra sa korte ‘yan. Believe me,  I’ve been a trial, fiscal for almost 10 years.

Kaya ‘wag na tayong mag bolahan dito. Ang ibig kong sabihin I know, I know what I’m doing. I know what I’m expressing in public from whereof I stand.

So ngayon ako dito na Presidente and I have in my SONA: Do not destroy the country because we are facing a war. And I will fight you along the way. Sigurado kung hindi ninyo ako ma-one-time, kayo talaga ang mamamatay.

Iyan ang tandaan ninyo lahat. Eh ‘yung mga ignorante, wala kayong daldal ng daldal na: “Ito bakit hindi niyo ito hulihin?” Bakit mo hulihin ‘yan na wala namang… shabu is possession at kung nag ingest man siya, hindi mo mapilit sa katawan niya because kung hindi magpayag ‘yan, hindi ko magamit yung dugo mo maski positive ka sa shabu.

Because that means under duress. Just the same that you cannot be forced to open your mouth to make a confession because there is the right to silence guaranteed by the Constitution.

If you get blood samples from this idiot tapos he resisted, that’s still under… So you get what? Evidence from a person na ayaw niya. So ganon ang ano. Eh kasi itong marunong medyo kulang: “Ito si Duterte wagged by the thousands wala namang naikulong…” Tanungin mo muna ‘yung teacher mo,  professor mo, tanong ka ng abogado.  Wala ‘yan, basta walang… ngayon kung mahuli kita diyan at sigurado ka kulong ka, kasi you’re in possession or used, establishment of…

Alam mo ha, kayong mga may… plano magtayo ng laboratory dito, tanungin ninyo dito sa Davao kung ano ang nangyari sa mga tao? Kayo,nandoon naman kayo mga panahon na iyon kung anong nangyari? Ilatag ko kayo diyan sa—magtanong muna kayo kung talagang matigas ulo ninyo, bakit ano ba ang ginagawa ni Duterte sa mga—

‘Yung ginawa ko ‘nong mayor ako, gagawin ko ngayon. So mamili kayo.  Wala akong… huwag ninyo akong… let us not debate about human rights,  about the rest. I know that. Mayor ako, abogado ako. I was one time a practicing lawyer, nagdedepensa rin ako sa may kasalanan, but it was my job. Eh kaso baliktad na ngayon. Eh naging mayor ako, naging Presidente ako. Change role tayo ngayon. Ako na tiga-habol sa inyo, pati ‘yung kumukuha ng picture ko maganda siguro… Tayong dalawa sana Ma’am, ‘yun oh sa likod ninyo. May pusa siguro. Bakit nag-kalampog ‘yan? May pusa dito ‘no? Ang problema saan ‘yan galing baka nag-kitkit ‘yan doon sa—

Q:  Clarify lang doon sa shoot-to-kill. Because in your earlier pronouncements you said shoot-to-kill if they resist arrest, so is that order now of shoot-to-kill—?

PRESIDENT DUTERTE: No I… pag binasa kita na diyan bantay ka. I am not a court that would give you due process. Ang bunganga ko ito hindi ito proceedings, Carol. Ang bunganga ko is open with words of warning and threats and intimidation and all because it is my duty to inform the Filipino of what is happening in this country. Hindi ko kailangan yung due process mo dito.  There is no press, only when you are there in court and you are now ready for trial,  wala kang abogado, then bigyan ka.  But… bunganga ko pigilan ko lang kasi due process. Anong due process?

I have to tell the people — because Presidente ako eh — na you have now about 500,000 addicts and I have a problem to solve na huwag kang gamitin, because you might be the solution at this part of the… At least may solution ako na isa. Tanggal dalawa, tatlo, apat, lima,  anim. Okay sa akin ‘yan.  Pag nabasa kita sa korte, that’s warrant of arrest; pag binasa kita, I cannot prove in court but I know that you are the one. Validated diyan sa military sa pulis at may re-validation in-order ko, dahil ayaw kong baka sakali na ‘yung governor ka tapos ayaw mag-lapit ‘yung mga pulis kasi, eh dikit kay mayor ‘yan eh.

O, the problem is: Alam ba ni mayor na itong katabi niya, itong kumpare niya may negosyong shabu?

That is why I ordered a revalidation because it would be unfair kung politiko, kapag napahiran ka ng droga, you’re finished. That is why I’m very careful but I am not under any law obliged to remain silent, just because there is due process.  That’s none of my business.

I will tell the people of the Philippines of the danger that are lurking behind maski saan paglakad. Now we have lost the right to walk safely. We have lost the right to ride ‘yung mga public conveyances… hino-hold-up. Why? Because of drugs.   Sinasaksak pa babae, lalaki.  You think I’ll accept that kind… Well I’m sorry.

Carol, ikaw ba talaga ang— Sabihin ko uli sa’yo. Ito dito ha, sa presidency. Itaya ko ang honor ko Carol, buhay ko, pati iyong opisina mismo. Wala akong illusions na tanggalin ako dahil patayan? Wala ako.   Tanggalin ninyo ako, eh ‘di okay.

You want me impeached?  Fine, go ahead.  O, solve the problem. Sige, kayo ang mag-solve. O, whatever the reason, mutiny. Fine. ‘Wag na tayo mag-patayan. Sige inyo na. Ako pa ang mag-swear sa inyo. “You raise your right hand and repeat after me.” “I am taking over this government.” O, sige tapos you solve the problem. Sige nga. Kaya ako, ‘wag niyo na akong… talagang— ‘Di naman ako desperado. Pero I am grieving for the people na — O, namatayan ako ng isa, o nakapatay tayo ng isang pulis. He was serving a warrant, drug case, pinatay. Simultaneous dito itong—

Q: How is he? The patient?

PRESIDENT DUTERTE:     Sabi ko mambubuhay ka. Wala man. Kasi ‘yung sabi ng doctor ang heart niya malakas.  Siguro dalawa, tatlo ang asawa nito… Huwag kayong maingay. Kaya mas mabuti para sa pulis pati military umibig ng marami para ‘yung heart… oo, matatag talaga. Kaya ako galit diyan sa ano—

Mayor ako. You have been around since we started together, media ka na.  Kailan pa ba ako nagsinungaling basta itong criminality na? Hindi ako magpapipigil kasi we’re fighting a grave crisis confronting the nation. Kung hindi ako, noong una ako ‘yung taga-Davao, extrajudicial killing ‘yung Davao, berdugo ‘yung mayor diyan.  Okay, will accept that. I became President.

Inipit ko na lahat. O, tingnan mo anong lumabas? 500,000 plus addicts in this country. And, sabihin you follow the rules about… no, I’m waging a war.  I am now invoking the articles of war. Bakit kayo magpabaril?

Q:  But in a war there is always collateral damage.

PRESIDENT DUTERTE: Correct.

Q: How can we ensure that the police will not abuse?

PRESIDENT DUTERTE: Dito sa Davao what was your guarantee na hindi mag-abuso ang military pati pulis? Sabihin mo nga sa akin. Why?

Q: I’m asking about the national.

PRESIDENT DUTERTE: Bakit? Ito ba sila hindi national?  Bakit ang Davao, bakit walang abuso?  Sige, what was the reason why ang Davao walang abuso, wala lahat?

Q: So if policemen are found… if there are complaints that the policemen actually abused and actually ‘no, people—

PRESIDENT DUTERTE: Sila?

Q: Yeah.

PRESIDENT DUTERTE: Sabi ko nga sila ang mauna eh. Huwag mong… I’m serious. Huwag mo akong lokohin kaya  hindi ako loko-loko. Pag ikaw ang… nandiyan ka, ‘di pulis ka. Target ka sabihin ko priority sila.

Q: So you will be as harsh, even more harsh?

PRESIDENT DUTERTE: That was my answer. I was asked daw ’yan, sa debate.  “What will be your reaction?” “I’ll be harsh.” I think it was in La Salle. Correct.  Kaya ‘wag na tayong mag-laro laro dito ng, you know, tapos na ‘yung eleksyon.

What was the meaning? Alam mo wala akong partido, wala akong pera, wala lahat and yet I won by 15 million. My margin of victory was, over my next opponent was six million. What does that mean to you? Hindi nila ako kilala. Ni wala akong isang barangay captain, isang governor isang congressman. Anong ibig sabihin ng Pilipino? Ang Pilipino is crying for justice. Justice. Anong nagyari sa bayan niya?

Bakit ‘yung mga anak nila hindi na makalakad ng daan takot palagi under stress, under stress na sa classroom, under stress pa pag-uwi and you’re always wondering whether something will happen to a daughter or son. So this is no longer a normal country because ‘yung fear, ‘yung culture of fear hindi ‘yan manggaling sa akin.

Eh mayor kilala mo ako, kasama ta, you were with me in 1988. Anong sinabi ko noon? Drug pushers, criminals, kidnappers out. Pag ayaw mong umalis, patay ka, o ‘di patay. O, ikaw tingnan mo, tingnan mo ang Davao ngayon? O, ayan, ayan. Bakit?

Look, sinabi ko sa speech ko, I always defer to the flag of the Philippines. Magkaiba-iba ang salita natin — Ilonggo, Moro, Ilocano man diyan. But what holds us together is the flag, one country.

If you put a serious problem into the Republic of the Philippines as serious as drugs pareho ng Mexico. You should read Ioan Grillo. Ioan Grillo. It’s online, basahin mo.

Look what happened to the fractured states in South America because of that.   Look at Mexico. Tapos ‘yung nagtampo pa ‘yung ambassador. Eh hindi ako tiga-Mexico. Mr. Ambassador, I was reading Time Magazine and Asiaweek and the Economic Monitor by the way. I read a lot and I do that before I sleep.

What I say here is just what I got from the newspapers and the media. I’m not inventing stories so, sorry if I have offended you but ‘yan ang nababasa ko eh.

Q: How do we treat the drug—?

PRESIDENT DUTERTE: … the Republic of the Philippines and rightly so. They need iyong extra space.

Q: How soon will that—?

PRESIDENT DUTERTE: Soon, it will be. We’re… ang ano ko ‘yung pera. I will be asking the military to give about a hectare or half a hectare for the rehabilitation.  Ngayon iyong bungol na talagang they will remain there for life. Iyon talagang sira na ulo. Pag hindi ko naman nahuli na humawak ‘nong shabu, what can I do?  But bangag na iyan.

So I’m looking for sort of a colony. They will be treated but I will sequester them.  Tingnan mo iyong Culion leper. Leprosy noon was a very serious disease so government decided to just… kawawa eh.  That’s the way how it is. That’s the reality.  Ilagay ko ‘to na isang island, iyong talagang hindi na ma-rehabilitate, doon ko na sila for life.

So para silang leper. Now, ngayon harsh ako? Hiningi ninyo iyan. Kaya ‘yang pumapasok ng droga, the usual IQ is about 64? The average IQ, 64, hindi naman… Just about 64 or 60. Ang normal IQ ng normal person, itong gumagamit ng shabu sadly, ang IQ niyan is about 14, 15 lang. So why would you enter into such an idiotic exercise on your body only to be a slave to a chemical that’s—?

One year of continuous use of shabu shrinks the brain of a person. When the brain is shrunk, no more. So I have to get them out of harm’s way, both for his protection, baka patayin ng mga tao and to give order to this country.

So they will remain in the custody of the government, not as prisoners, but I will take them in to protect him, baka patayin ng mga tao o makapatay siya, magnakaw na naman, hoping to get some money, small amount, to get the fix of the day because there is a monkey riding at your back and that is the… iyong addiction.  Parang may unggoy diyan sa likod mo nakasakay.

Are we clear on this? So I hope it would not be repeat again by, huwag na kayong magsabi ng ill problem. Do not take for an idiot. You want? I will give way to a general election, tumakbo kayo. Tingnan natin kung manalo kayo. Stupid. I got a 6 million margin mandate. What does that mean? It’s the biggest in the whole.

Ang partido ko moribund noon na PDP, nabuhay lang ‘yan ‘nong tumakbo ako. So, wala akong… Dalawa lang ang governor ko: Imee; no, si Abet of Batangas at Imee pati; isa sa Mindanao, nanalo ako sa isang probinsiya na 100,000 despite Liberal siya. Pero kasi…

Q: Ayaw mo ibanggit?

PRESIDENT DUTERTE:     Ayaw ko ibanggit, patayin ako ng… ni Honeylet, pati… But maganda siya. Clue lang ha, maganda siya. At hindi siya masyadong bata, at matapang siya, suplada siya. Kaya kami nag… long time ago but she remembered me too.

I got almost, I lost in the other side, sa Sur ito. Sa Norte I got about a hundred thousand, plus majority. Eh kayo eh, mag-ano kayong mga… ‘Yung nasa taas kasi para ligawan mo, siyempre kung ma-girlfriend mo, ‘di hindi ka makalimutan. Mahina talaga itong media, sus, wala na.
