PRESIDENT RODRIGO ROA DUTERTE
TO THE JESUS ANOINTED ONE CHURCH

I do not really intend to interrupt your whatever. Pero ganito ‘yan, it would be discourteous of me just to walk out. I know that a lot of you want to have a handshake with me but I… pati picture. I do not have really the time because I just passed by.

The owner of this hotel is Dr. Lim. He’s an expert sa ortho, sa buto. Marami akong— Galing ako Zamboanga, I visited the, ‘yung mga patay pati ‘yung mga tinamaan ng… wounded. May isa doon kasi na… He’s my doctor, actually. He is US-based. Umupo kayo, do not stand up. [laughter] I will not run away, I assure you. [laughter and applause]

I’m here to explain your role in my society. I went to Zamboanga to just visit the dead and the wounded soldiers, tapos marami ako nakita na sabog, ‘yung na-trauma. Tinamaan ng bala.

May isa doon, he lost his, altogether ‘yung shoulder niya. May mga tinamaan rin na comatose na.

I was just praying to God. Sabi ko, kung, if it is his time, huwag mo na lang pahirapan. Diyos ko, para hindi naman… he was hit in the head, he’s in coma. I prayed na and I said: If it’s your grand will, just take him with you kasi naaawa ako sa–

And also, mind you, I am also sad to see the other side also suffering and being wounded. Puro Pilipino tayo eh, ‘yan ang mahirap diyan. So every time I sign something that would have to deal with procurement, bullets, and arms and all that could hurt the human being, I’m not comfortable with it.

Sabi ko, we are all Asians from the Malay race. The question there is that the entry of religion into our nation, the Malay nation. ‘Yung Indonesia was captured by the Dutch then Malaysia was taken by the British. Tayo naman, we were occupied by the Spaniards, imperialism.

They got here. So tingin nila kung anong mabuti… what is sad in our country is that we were under the rule of Spain for 400 years, and 50 years sa mga Amerikano.

I have nothing against them, that’s water under the bridge, it’s past. The only problem is we seem to be lost in the maze of our historical origin and the fact that may problema tayo dito because in 1521, they said that Magellan landed in, somewhere in Leyte.

Perhaps with him along the cannons and the muskets and gunpowder plus the swords and their religion, Christianity. So they planted the cross there. Well, good. I mean, wala naman siguro tayong religion noon mga Malay, the old, before the entry of religion. So we were one but actually we were part of a broader and bigger empire known as the ‘Sri-Visayas Empire.’

Malayo lang kasi, the defense was at that time, maybe ‘yung mga pagka [inaudible] ‘nong swords. When the imperialists came, they took Indonesia, Malaysia, Philippines.

Ang problema, when Magellan in 1521 arrived with him with Christianity, ang Islam was already ahead by about 80 years dito sa Mindanao. Through Malaysia, Indonesia tapos umakyat. Ito naman dito, crossing the Pacific. Ang depth ng, jumping depth ni Magellan was actually Mexico then to the island, itong Marianas. Ayan mga — pareho ang, they have Spanish surnames sa names. Parang Filipino but they were occupied by the Spaniards.

And in 1815, the ruler of Spain, King Philip, [inaudible] Filipinos, decreed that we have to adopt the Spanish, the Latin.

So ang ginawa ng mga pari, this will explain to you why we have similar but not really related. Ganito ‘yan: In 1816 or 15, I forgot it, but that was the time.

Sabi ng King, all indios, my ascendants na lahat tayo will have to have a Spanish name which is Latin in origin and surname. And it was also decreed that every Sunday, ‘yung mga indios will have to go to church and they have to pay homage to the Spaniards, lalo na sa mga pari and the officials then, ‘yung mga guardia civil, ‘yung mga ano nila, mga Armed Forces nila.

So every Sunday, magpunta ka doon sa kumbento ng pari, opisina ng parish priest, meron doong listahan ng mga pangalan and you can choose. Rodolfo, Rodrigo, Epifanio, maski anong gusto mo. Rogelio, Ernesto, in one column. The other column is ‘yung surnames. So Duterte, Gonzales, Monteagudo, Aguirre, ganon ‘yan. Alam mo ang sikreto.

Ngayon, bakit may Duterte sa Pangasinan? Bakit may Duterte sa Abra at kami, ako Cebuano na, ako ang Duterte ko is my linkage to ano is Cebuano ang Duterte. O, why is that? Are we relatives? No. Are we related by blood? No. Then what? Depende ‘yan kung saan, ang pari ang sikreto diyan.

In the province of Castile, ‘yung pari na-assign doon isa sa Cebu, ‘yung isa na-assign sa Zamboanga or somewhere in Caraga. That was the earliest settlement in Davao, itong Caraga kaya kita mo ‘yang mga Churches diyan.

‘Yung isa naman was sent to the Bicol region. So ‘nong, when they were ordered to prepare the names and surnames of which the indios will select, ang maalaala nila ‘yung apelyido galing saan siya. So ‘yung neighbors niya, ‘yung pari na Español, sulat siya. Sinong– [inaudible]. Ano pa? Ovillo. Para maalaala niya.

So itong mga pari na ito sa Castile, ‘yung isa na-assign dito, na-assign doon tapos na-assign dito, tapos popular doon sa lugar niya Duterte, Gonzales, Roa, ‘yun. Kaya ‘yung isa doon ganon ang listahan nila pareho but they come from the same province in Spain. Kung ano ‘yung popular doon, Monteagudo, Monteviste, basta Monte, Monte. Montevidad. Dito assigned kaya nagka pare-pareho na, depende sa pari.

Kung popular ‘yun sa Granada, ilagay talaga niya doon Castile. Castillo. ‘Yun ‘yung province niya eh. Tapos ano pa? Granada. Castillona. That will solve the problem. Bakit? Para magkapareho tayo ng apelyido.

Ang sikreto doon ‘yung pari. Kung pareho silang taga-Davao, ‘yung ano nila, for example lang. Taga-Davao, assigned dito, assigned isa doon.

So kung the time that they were ordered to prepare the names and surnames from which itong indios noon like my lolo, the lolo of my lolo. Pagka nabasa niya sa simbahan, listahin niya dito. Itong mga Español pag may makita ka na ano yung [karako?]. Karako is a slurred, coño. Yung koneho eh, rabbit. Ganon ‘yan. Eh mga salbahe, lagay lang. Pero ‘yung mga Pilipino noon na enlightened, those who really hated the imperialists, sila Rizal, they choose their– so ‘yung mga Puno, instead of choosing a Spanish name, they chose other names Leon, Bato, Kalaw.

Rather than surrender to the demands of the Spaniards to adopt Spanish names and surnames, they choose dalawang hati. Yung asawa ni, ‘yung singer– Zsa Zsa Padilla? Tatlonghari. ‘Di ba? Tatlonghari ang apelyido niya, kilala ko ‘yan. Yung unang ano… No offense ha pero ganon. I mean, ‘yung ‘di sikat. Mas mataas si ZsaZsa ng konti. Tatlonghari, Leon, lion. ‘Yan ang–

So I have to go around because as mayor noon, okay lang ako because hindi ko pa sagot ‘yung mga sundalo pati itong problema. Ngayon na nandoon na ako, I have to do my duty to be with my soldiers. [applause]

Mahirap ‘yung… I, there were 15 coffins, inisa-isa ko ‘yan kanina and everytime doon ang pamilya naka yuko. So umpisa ko dito, nagbigay ako ng assistance then I make my salute doon sa coffin

I think I am the only President who has done this, mag-salute ako ng patay na… [applause]

And ‘yung injured, kasi ang injured kasi ang ano nila is the Purple Heart. Parang mahirap kunin ‘yan. You have to almost die for it so, ‘yun lang Purple Heart, the rule kasi sa military is when you salute to the President and if the President acknowledges your salute, hindi ka magbaba hanggang hindi magbaba ang Presidente.

Pag ganon, it’s a privilege of the President to just stay ganon or, pag mag-salute ang Presidente, wag mong ibaba ‘yuung salute mo hanggang hindi magbaba. Pero dito sa mga wounded, ako ang unang magsaludo. “Yes, sir.”

Tapos maghintayan man sila na magbaba ka, eh military. Sabi ko, “Sir, I am saluting you sir. Ibaba mo ‘yang kamay.” [applause] Just to show respect and gratitude. Ako lang ang Presidenteng nagsa-salute ng ganyan. That’s what made… You know may innovative style ako and pati ‘yung I bow. That is really my trademark maski noon pa, mag bow ako sa public.

Tingnan mo kanina, tiningnan ko sapatos ng mga babae. [laughter] That is how I display my well… With the emotions that go with it. Tao ako eh, nirerespeto ka ng taong bayan.

I am just a government worker, everybody kami dito, mga sundalo. Trabahante lang ako. You have never heard me say government official.

I always use government workers. [applause] Hindi ako sanay ng government official. ‘Government workers’ or ‘yrabahante ng gobyerno.’ ‘Yan naman talaga ang totoo eh. Makakita ako, official, official, judge, tapos nawala pa ang pera natin.

Wala akong titulong nakuha na official na kawatan or private na kawatan. It’s always corruption all these years. What brought us to perdition was or is corruption kaya as I have promised you, this will be a clean government. [applause]

Kaya kinukuha ko na mga tao, kilala ko ‘yan. Sila Yasay. Yasay is brilliant, bright. Sonny Dominguez from Davao, he’s a banker and was the Agriculture Secretary of President Aquino, then PAL president then vice president ng BPI. He’s good. Kababata ko ‘yan. Consistent ‘yan hanggang college kami, valedictorian. Sonny ‘yung Finance, bright. Studied in America, nag-post graduate ‘yan.

Dulay is an Ilocano from Baguio. Magkaharap kami ng kwarto sa dormitoryo sa law school, sa dormitory. He’s really very honest. Ka-roommate niya si Bello, very playful with girls. Kaharap nila ang kwarto ko pati nila ni Yasay. So parang student affairs. Wala man akong makuhang iba.

Hindi man ako sosyal na tao, I was studying in Manila, nobody invited me to social gatherings. We were actually aliens there. Ang gawa ko lang is sine tapos inom, and most of the time you are there studying. So wala, limitado ‘yung sino yung bright dito, sino ‘yung brilliant so I was criticized na mga kaibigan, kainuman. Kaibigan because they are, and alam ko naman bright.

Tugade was my classmate sa San Beda sa law school. Bright ‘yan and he’s already a billionaire. Wala kang problema diyan. Nag-aaral pa kami San Beda, he was the chief operating officer of Delgado shipping. Container ano ‘yan, malaki ‘yan, pero talagang mautak.

And if you look at it very closely, most, a fourth of my, or a third of my Cabinet members are from the left: Taguiwalo, si Mariano, those na nakulong noong panahon ng Martial Law. Mga estudyante ito noon na– but they are also very bright. Summa cum laude ‘yan, sila Pernia.

So I have assembled a team which I hope could give the service that the Filipino people deserve. Now, kung sakali mang magkulang ako, there’s always the 8888. Ang problema lang sa 8888, alam mo talaga ang mga Pilipino maski na prank calls, instead of just promoting… mga idiot ‘to talaga… [inaudible]

Sabagay, we need them to amuse us also kasi if it would really work… Sabagay ako 75 na talaga ako, maniwala ka. [laughter] Oo, totoo.

Ako kasi, nanay ko, teacher ‘yon. Ang vision ko lang kasi, ‘di ka na makalaro, ‘di ka na makanimon ‘nong binata ka pa. Ang nanay ko ang sabi, “ano ba ito Rodrigo, wala na talaga ‘to.”

Sabi ko, “okay naman ‘yan, Ma. Basta maka-akyat ka lang.” [laughter] Kasi, really, really. Eh kung hanggang diyan ka lang naman sa line of 7, i-target mo nalang ‘yang 75. [laughter] Ang 76, hindi mo na kailangan ‘yan. The other points, 77, what for? 75 ka lang, okay na. [laughter]

Tatay ko, never saw my… wala kasi ‘yun eh, namatay sa US. Not, hindi naman kami magkaaway, wala talaga siyang tiwala sa akin, wala siyang bilib. Kasi those were the years na binata ako na maski noon sa AB, hindi niya ako makita sa bahay, hindi ako umuwi ng bahay, doon ako sa mga kaibigan. Sabi niya minsan, Bisaya eh [speaks Bisaya]

“Hanggang pantalan ka lang. Pag may anak ka na, pantalan ka lang [putod?]” Sabi ng nanay ko: “Narinig mo ang tatay mo? Anong sinabi niya?”

“Sa pantalan lang ako.” Sabi ng nanay ko, “Eh ‘di hanggang diyan ka lang naman talaga. Ginusto mo man ‘yan so balang araw, ‘wag kang mag-iyak-iyak diyan sa hirap. Okay na ‘yan sa’yo?”

“Okay lang ako basta bayaran lang ako sa kinarga ko.” [laughter] Okay ba ‘yun? Just pay me right. Well, alam mo ‘yung destiny, is very funny actually. I ran for the presidency, I got the PDP which is a moribund party. Ang buhay lang ‘yan si Pimentel na tatay pati ‘yung anak, si Koko and me and a few of those guys who stayed loyal to…

Ngayon wala akong, except for three governors, si Abet Garcia ng Bataan; Imee Marcos; may isa na hindi ko masabi. Pero kung may taga-Agusan dito, alam niya kung sino ‘yan. May taga-Agusan dito? Eh ‘di walang tsismis. [laughter]

Madali lang naman hanapin. Syempre kung babae talaga ‘yan. Eh sino yung babae doon na governor, ‘yun na yon. Pero matagal na ‘yon. Nag-asawa na ng… Long time ago but syempre may pinag– [speaks Bisaya].

I lost in Agusan del Sur. Agusan del Norte nag-wallop ako, almost 100,000. Mga ano ‘yan sila mga Liberal. Wala akong ni-isang congressman except ‘yung pamangkin ko, anak ni Nograles. ‘Yung kalaban ko ‘yung tatay pero ‘yung anak pamangkin ko kasi ‘yung nanay related sa akin. ‘Yun lang. From Cebu, nanggaling ang tatay ko doon, nag-wallop ako, almost one million votes.

Dito naman sa mother side, ang nanay ko kasi, Maranao. Mestiza. Ang lolo ko, Chinese, ang nanay niya Maranao. Ang mother ko, half-Maranao. May konti akong dugo kaya makita mo in all of the Muslim areas, nag-landslide ako. Sulu naglandslide ako; I won in Basilan; Cotabato, nag-landslide ako, lalo na ‘yung Samal, sa Lanao del Norte; sa Sulu, talagang 84 akong… ang palo ko doon.

Pero magkagalit kami niyang Abu Sayyaf. Kanina pag-alis ko, ay ang military, may dini-capitate na namang Muslim na Tausug na babae, buntis. Anong nangyari? Kagaya ng ISIS. You are killing a person in the name of God? Mabuti na lang hindi ako God pag ‘yan, binaha kayo ng— [Kilad?] ‘yan araw-araw. Ako I feel for everybody kasi sabi ko Moro naman ang… Mindanao kasi ang nanay ko. I cannot stand these idiots. Nilulublob ‘yung tao sa harap ko, pareho ng ISIS. Kaya the next one dito sa Pilipinas, ang number one problema natin ang droga.

Number one, ang kritiko naman, sige daldal nang daldal ng human rights, human rights. Pati si Obama. ‘Yun pala may ano siya, may serye. Kita naman niyo lahat ‘yun. Pero hindi ‘yun akin ha. [laughter]

Pero marami siyang sinasagasaan. Pero she had a warning. Kasi akala niya – noon pa may ano na. The husband is taga-San Beda ‘yan eh. Husband niya taga-San Beda. May kinausap na close sa akin noon. Sabi kong ganon: Do not worry. Nothing [inaudible].

Pero may warning na sila, siya na meron ‘yan. ‘Yung driver niya, ano na, kalat na pero ‘yung video akala niya pang-ano lang, pang-gamble. She thought all the while that it was just a joke, to gamble the political leverage, as they would call it. Lumakas.

Pero hindi ‘yan akin. Masyadong below the belt na ‘yan. Eh trabaho niya ‘yun eh. Human rights, hayaan mo. ‘Yan ang kaso ko rin ngayon, you know.

If I do not interdict the problem now sa droga, I then, I will compromise the next generation. Why? Because of the sheer number.  I was the favorite whipping boy of De Lima and company of the extrajudicial killing. Whether true or not, tapos na ‘yan eh. There’s the problem, the huge problem. It was not until after I became President then I was pressing everybody to action if we realize of such magnitude ng problema. 3,700,000 addict.

Ano ang sinisigaw nila ng human rights? 700 criminals? Assuming na pinatay ko 1,000, would I be comfortable or not, in doing the things to save the next generation? Kasi pag hindi ako gumalaw ngayon, ang matataman nito ‘yung mga apo ninyo then by that time, it would be beyond control, then we would just be like… [applause]

You read the book of Ioan Grillo. I-o-a-n G-r-i-l-l-o. Look and read it. It’s about how the failed states of South America came in to be. [inaudible] taga-doon mayor babae, take oath sa araw, ‘nong pagka hapon patay na.

Why am I resisting the election sa barangay? Because ang… marami pang ano ngayon, they’re still trying to figure out kung anong gawin nila… kasi alam nila papatayin ko talaga sila eh. Then they would fund— Well ang narco-politics papasok. Para mahawakan nila uli ‘yung mga ano, papanalunin nila o sila ang tatakbo.

Ngayon si Odicta. Alam… Taga-Davao ba kayong lahat o taga-iba-ibang lugar? Alam ninyo si Odicta? He was asking for it, was the number one talaga sa Visayas. Mayaman masyado ‘yun. Dahan-dahan sila. Tinitingnan nila kung—Sabi ko, sabi ko… Guys let us be clear on this: I am not ordering a punitive police action. I am declaring war. At sabi ko sa kanila: Destroy the apparatus of the drug industry. [applause]

‘Yan ngang Abu Sayyaf—I’m talking to the MI, MN is also very receptive. I just had a talk with Misuari. Pero itong Abu Sayyaf, they do not live by the laws of civilization. Evil talaga sila eh. How can you kill a pregnant woman? Putulan mo ng ulo? Bata, ‘yung 17 years old.

Ngayon, ayaw ko. Baka pipilitin mo ako na—Hindi naman ako pala-away, pero eh kung ganon, eh ‘di sige. Kung ‘yan gusto ninyo. Nagbuhos ako ng sundalo doon.

Pero ang order ko is that do not follow their stupid—Isang bala lang… ganunin mo? Sirain mo pa ang mukha. What for? Sabi ko sa sundalo, isang putok lang, patay na. Wag ka ng mag-ano diyan na pugot pa ng ulo. You waste your time, that’s a stupid… joke sa humanity.

So, bantay kayo because we’re keeping them armed. I expect some lie low retribution also from them, that their reprisal. But, I’m just… keep your cool. Namatay na sundalo. But what you can dish out and can do better 10 times.

May army ako, may eroplano sila walang [inaudible] So that’s my drift for the day and my thoughts of how I have this problem sa bayan natin.

Remember that, kaya hindi maintindihan ng mga– “Itong si Duterte, bakit walang, wala silang rehabilitation? Bakit patayin pa?” [inaudible] Look stupid. I enter the presidency mid-term. So we operate on a budget. That budget was prepared previous year. Ang budget for next year, we are preparing it.

So wala naman nakalagay kay Aquino. It was Aquino who programmed it for the whole of 2016. At malay ba ni Aquino na… wala man gina—Malay ba niyang abot ang adik ng 3.7 million?

So saan ako magkuha ng pera? I cannot. You know, it’s just like if you get money for other purposes, that’s robbing Peter to pay Paul. Hindi ko man magawa ‘yan – kunan mo ‘yung ibang departmento, lalagay ka lang diyan ng—It’s not allowed. Misappro—

Alam mong… taga-gobyerno. Robbing Peter to pay Paul, do not do that. So, wala tayong magawa. Maghintay-hintay lang tayo. But ano lang, before I leave, may I ask you sincerely, with all sincerity: Kung may kilala kayo anak o pamangkin o kapatid o… sabihin mo sa kanila– Please huwag talagang pumasok. Mamamatay kayo.

This is war. This isn’t something else that— in war… is always fair in love and war. So bahala kayo, basta ganon.

Sabi nga, tinatakot ako, kasi gusto raw ako kausapin ni Obama. Tapos? Kausapin ako, anong problema mo? [laughter] Eh sa lugar niyo ‘yang mga black people, nakahiga na, pinagbabaril nga ninyo eh. And yet you crazy community there. Halos lahat ng Hollywood, just like the Philippines, they took it to get up also just like [inaudible] Hollywood, hindi ka maghithit ng ano, cocaine.

But, cocaine and heroin are much, much, much better that the met or shabu. Because cocaine and heroin are derivatives of the poppy, opium. ‘Yung opium… Masyadong pagkaluto, heroin. Already raw, medyo raw ka konti, parang cake, then it’s cocaine. Pero it is grown organic.

Itong shabu, it is a combination of several vicious chemicals. Ang tubig lang nga diyan, tubig ng baterya sa sasakyan. That were in [inaudible] So ang tao talaga papasok sa droga, halos walang utak. Kaya sabi ko, itong mga tao, magpapasok sa, it’s a combination of – ano ba ‘yun? – Basta, it shrinks the brain. ‘Yan ang problema.

Ang insanity ng cocaine pati heroin or marijuana, progressive at tsaka –- because walang ano e, ginagamit nga for medical. Pero itong, ‘wag kayo diyan, kasi it’s a chemical na… Alam mo kung sino nag-imbento ng shabu? Japanese. [inaudible]

‘Yung walang tulugan. Pati ‘yung mga… nag-suicide. Itong mga Abu Sayyaf. ‘Yan ang… Those are the [inaudible] of life that I can share with you.

At I was looking for the name toxic ayaw ng pumasok matanda na eh.

It’s a very toxic thing. Patay. You will regret it. Ako pa, hindi ko malaman pati ‘yung mga abogado. May isang konsehal pa dito na abogado ha. So, hindi mo masabi maging abogado ‘yan konsehal dito noon. Pumasok–

Hindi ko talaga maintindihan ‘yung mga tao. Alam mong masisira ka. Ang ayaw ko diyan itong human rights. Look guys, alam mo na pag may tao diyan sa bahay mo, o maski sa opisina mo na adik, he becomes dysfunctional and the family also, because the family, may [inaudible] tapos it becomes another health issue.

Then the other one is public interest. It’s a question of law and order. It’s a question of social. Pag alam mong may anak diyan na ano, naghihiwalay ‘yung asawa eh. Because the family becomes dysfunctional already.

Tapos ‘yung iba, maghihiwalay pa dahil, blaming each other for the misfortune of one or two child, children. ‘Yan ang, kaya ako galit. It’s not a matter of just looking at the guy and saying, tingnan mo ‘yan siya wala ng utak. Naglalakad, medyo sira na magsalita. Medyo gumaganon na ang—So, hanggang diyan lang ba? Then the family suffers.

Dahan-dahan mawala ‘yung mga bagay nila kasi ipagbili. Then he goes on to commit rape, he steals everybody… someone else’s property. Kita mo ang health, kung walang pera, patay. Karamihan ‘yung mayayaman, nandoon sila sa rehab na, the flashy ones.

‘Yung mga pobre, kagaya ko, paano sabihin, bakit hindi kayo mag… maraming rehab. Of course we want it. Eh kung gusto, magic wand, but then I reserve bullet there to solve the problem.

Saan tayo maghahanap ng pera? There are… Alam kong may pera. Pero the budget, you cannot go out of it. Because wala mang appropriation na… malay ba ni Aquino na patayin itong mga, naglabasan na ilang–

‘Yan ang problema sa… put it na…. para ma-communicate ko sa inyo ang—Communication is very important. Share-share tayo sa anong nalaman natin. Pag galit talaga ako–

Anak ka ng– Magkasala ka na ng iba. Adultery na lang. [laughter] Joke lang ‘yun. Joke lang. [laughter]

Nagalit din ako minsan diyan sa mga… Ako, pari ako ha. When he was…. [inaudible] election, may binulgar ako. Tapos lahat naman kami. Hipo-hipo. Wala naman na… Pero ‘yung pari na ’yun, if you, i-search mo sa google, Father… [laughter] Basta tingnan mo ‘yan doon sa bio data niya, last assignment Mindanao, Davao City. Siya ‘yun.

“Bless me father for I have sinned.” “What are your sins my son? Come here. I’m here.” Ang pari roon walang ano. Diretso ka.

“Tell me your sins.” “I, I… I…” “What?” “I… I went to the… It’s only venial father.”
